In 1978, the San Bernardino Board of Supervisors approved the name change of the unincorporated community of Highland to San Manuel. The San Manuel Band of Mission Indians donated $1 million to the county for the construction of a new library in Highland that would be named in honor of the tribe.

In addition, the tribe committed to donating $250,000 per year for 10 years to support library operations. The name change was made official on March 1, 1979.
