The idea was first proposed by the Pamunkey Indian Tribe, which owns land in Norfolk, Virginia.

The Pamunkey tribe has been working with the city of Norfolk to try to build a casino resort on their land. The tribe has already received approval from the Bureau of Indian Affairs to build a casino on their land.
