In 3 card poker, the hands are ranked as follows:

1. High Card: A hand consisting of any three cards that do not form a pair, flush, or straight.

2. One Pair: A hand consisting of any two cards of the same rank, plus any other card.

The highest ranking pair in the hand is the determining factor.
