Who Owns Ellis Island Casino?

In 1992, the U.S. Supreme Court ruled that the State of New York owns the submerged land around Ellis Island, which includes the area where the Ellis Island Casino is located.

However, the Court also ruled that the Federal government has jurisdiction over the submerged land and can therefore regulate activities on it, including gambling. As a result, who owns Ellis Island Casino is a matter of some dispute.

The National Park Service, which is part of the Federal government, currently operates Ellis Island and the Ellis Island Casino. The Park Service has a concession contract with a private company, Statue Cruises, to operate ferries to and from Ellis Island.
