In 1835, the first recorded attempt to regulate gambling in the Rockford area was made. The town passed an ordinance that prohibited gambling within the city limits.

In 1846, a group of citizens petitioned the state legislature to grant Rockford a city charter. One of the provisions in the charter was that gambling would be prohibited within the city limits.
