In the early days of settlement in the Rockford area, gambling was rampant. It is said that nearly every able-bodied man in the area took part in some form of gambling.
Gambling dens could be found in nearly every tavern and inn. Cards, dice, and betting on horse races were all common forms of gambling.

In 1835, the first recorded attempt to regulate gambling in the Rockford area was made. The town passed an ordinance that prohibited gambling within the city limits.
This ordinance was largely ignored and gambling continued unabated.
In 1846, a group of citizens petitioned the state legislature to grant Rockford a city charter. One of the provisions in the charter was that gambling would be prohibited within the city limits.
This provision was enforced more stringently than the previous ordinance and gambling began to decline in the city.
Despite these efforts to discourage gambling, it continued to be a problem in Rockford. In 1854, the city council passed an ordinance that required all gamblers to obtain a license from the city before they could operate within the city limits.
This measure was also largely ignored and gambling continued unabated.
Finally, in 1858, the state legislature passed a law that made gambling a felony in Illinois. This law effectively put an end to gambling in Rockford.
There are no records of any legal gambling taking place in the city after this law was passed.
